Brother Glasser,

There have been negotiations pursued for several months, with all four HQ Maintenance officers involved to one degree or another. Details of those negotiations are not available for open discussion. Clearly, there would be good and practical reason that -- during any negotiation process -- we do not openly discuss details. But little had even been disclosed that there were in-depth negotiations underway until the beginning of this month.

As for Open Season -- it was, in fact, halted by agreement of the parties. This, then, has built into the negotiations a sense of urgency that might otherwise not have been there. There seems to be an absolute commitment that the Open Season will produce results by the appointed date in August, regardless what form of MSS evaluation procedures are employed.

/m1271 I still stand by my statement and only add.

I do not know of anyone in maintenance leaving a flag up doing that.

I need some help on a daily detail. I am a custodian here. We are required to take out express mail by our plant mgr. The union and management contend that this is being assigned to the'Senior Qualified person. I was a city letter carrier with 26& years experience. They are letting other people do this run with less experience. Do I have a grievance and an EEO? Thank you for responding.
