Michigan Virtual University
- Michigan market has been retrenched for past 24 months; we have not hit bottom - ROI presentations are on the rise - 60% of US population now use the internet - Acceptance of e-learning in the manufacturing sector is still in infancy, even though companies bought it - We are becoming much more "self-service" focused - Corporations saved less than 20% in training related e- services but planned on 60% in promise of the 2000-2001 market - Paid $85,000 per hour of training versus $12-$15k maximum paid today - Spent up to 450 hours of labour per hour of instruction (too long) - Many converted less than 10% of their instructor led training to "e" - Less than 18% of corporate courses were job specific - Purchasing and installing libraries has not been successful - Greater emphasis on simulation versus page turners - More blended solutions being contracted - Greater context component needed for e-learning.

Keynote Presentation: Bend in the Road
Julie Kaufman, IDC Inc. Canada - e-learning much different than just two years ago - budget decreases will increase as CEO's make cuts through "e-session" - e-learning seen as discretionary and still "unproven" - many are losing faith in training and do not see the value - "Improving productivity & customer service" is a key learning investment BUT many do not see it as the answer to this problem - Introducing new products and services is key and currently getting "above average" spending - Many do not have a broad corporate education strategy - Vendors in to provide "blended" learning solutions - The workforce is becoming much more mobile, which has not be taken into account by e-learning vendors - Web conferencing tool usage is on the increase for formal training, administration & client related training - e-Content related services - packaged goods are loosing momentum to online and classroom markets - CUSTOM development for TARGETED solutions is gaining momentum - HOWEVER, custom demand has flattened, temporarily - Informal training/learning i.e.. browsing on the web for technical training is increasing - Training is increasing by way of news groups and chat groups - LMS's, on 11.7% of companies survey by IDC plan to invest in an LMS in next 12 months - Most buyers are VERY cautious about LMS's in the next 12-24 months - Outsourcing services increasing i.e.. ASP and hosted models; are TAKING OVER LMS's - Buyers favoring the ASP lease like buy option, no lump sum payment, share's risk with ASP
- Key inhibitors to moving forward:
(1) Business objectives not clearly defined (2) No clear ownership over most training objectives (3) Too much time/resources to measure effectively and credibly (4) Compiling the data necessary is too difficult (5) Direct and indirect costs
- Key learning principals:
(1) varying learning materials and delivery methodologies (2) Aligning learning & performance contexts (3) Providing learning retrieval practice & testing (4) Using appropriate feedback schedules (5) Spacing repititions and practice over time
- Advised to target verticals and companies that promise sizable payback - Looking ahead: industry dynamic, fragmented, will have bankruptcies, struggling to survive, consolidation, mergers and acquisitions - Predict many of the following large companies may not be around or not make it: Saba, Click2Learn, Think, Docent.

Panel: How to Choose an e-Learning Vendor:
Ramona Materi, Moderator (President, Ingenia Training) Kelly Burke, Panelist (Manager, Learning Solutions & Technology, Canadian Tire) Ellen Lederman, Panelist (Training Development Consultant, Industrial Accident Prevention Assoc.) Al Nasterzio, Panelist (Vice President, Client Solutions, Canadian Management Center)
Key points emphasized:
- Think through, experiment and test before buying e-learning - IT Division obtain advice from IDC on technical issues; content vendors acquired thru referrals & reading - RFP process should be formal, thorough & include all requirements - know your supplier (# employees, languages, age of product/life cycle, R & D investments, security, work experience, QA, communications process, skill level of employees - IT Department played a key role in RFP - Determine what you want for a result; how do you measure results? - Hold vendors accountable - Include as many stakeholders as possible in selection process (from IT to CEO) - Buyer admitted did not understand fully "what they were doing" at time of buying - Have a Project Manager, and regular weekly meetings - Vendors "offering" a complete solution invaluable - Buyers advised to work with ONE supplier that can provide all services - Suppliers should be large enough to expand contract if necessary - Buyer preference was towards larger vendors i.e.. Saba, Docent, Think, etc ... - The "CEO" made decision to initiate an e-learning project over the next x number of years - Budget for the e-learning project estimated on number of people to be trained & estimated number of lessons - e-Learning viewed as a strategic initiative from the top down - Having a "pilot" project was strongly recommended - Determine business goals and objectives to fit need, who needs training & desired results - Identify organizational constraints (i.e.. IT) - Review, evaluate & pilot - Recommend a short term contract to see how ONE course would work - Be knowledgeable of vendor experience, methodology, process, access to resources; needs to be adaptable

RELOAD is a project that focuses on the development of tools that are based on emerging learning technology interoperability specifications. It is being managed by Bolton Institute. The primary aims of this project are to:
-facilitate the creation, sharing and reuse of learning objects and services - enhance the range of pedagogical approaches realisable through the use of lesson plans
These aims will be achieved through the production of a suite of software tools for authoring and delivery of standard-compliant learning objects incorporating comprehensive user guides and exemplar resources. The tools will be of significant value , since they provide the crucial "missing link" which allows users to author and transfer learning objects, in specification compliant format, between authoring and design tools, local and distributed digital repositories, and VLEs.

**** Summary of the RDeL meeting of October 15, 2003 ****
This was the first general meeting of RDeL, hosted by Innovatia at their offices in Saint-John.

*** Structure of RDeL RDeL fills a need to bring the NB e-learning business community together and to represent that community in more global settings. This group will remain focused on R&D and leveraging research with an intent to drive innovation and leadership to the eLearning industry. One ancillary function will be to second industry in government lobbying to get more funds going towards core R&D that could help the industry get "best of breed" products. The potential to grow later on into a more formal representative body for marketing and PR purposes exists, but for now, we remain R&D-focused and rather informal.
There was considerable interest expressed in the area of simulation for e-learning in NB and that could be a particular niche that RDeL might focus on in the near future. How companies can function in a pre-competitive environment is uncertain of course, and actually attempting to do so will be very instructive for us all. A business partnership model will arise out of the discussions that unfold. Issues such as rights management associated with software and products will be tackled on a case by case basis .The NRC may be potentially providing expertise to assist in this area.
The NRC offered to assist in solidifying RDeL with web site development and Quick Place communications, as well as with slight financial support, through IRAP, for consultant support.
Once again, RDeL is foreseen as an open, informal clustering of NB e-learning companies interested in joint R&D collaboration to support their own corporate mission and extend their corporate reach within and beyond NB.
*** Lead R&D Project Terry Conrod has identified the Innovatia AIF-funded project as the initial R&D effort that can focus the attention of the RDeL group. The contract is being negotiated at this moment with ACOA and the project team is exploring where potential needs exist that will enable RDeL partners to participate in the project.
The Innovatia project team will provide information on the AIF project on the RDeL web site and invite participation, with a partnership model emerging from eventual discussions later on this fall.
RDeL greatly appreciates this initiative from Innovatia and expects it to focus the group and effectively launch RDeL on a solid foundation.
*** eduFountain as a Prospective Project Philip Duchastel is proposing that RDeL could be the nexus for an important proposal to Canada to follow on the current national eduSource project with an industrial software commercialization project that would continue Canadas leadership in e-learning.
The gist of it is to organize an industrial consortium that would take charge of the open-source eduSource prototypes developed by the end of that project in March 2004 and take them to the level of commercial products. This fits the initial vision of eduSource and would establish Canada as the leading player in the emerging learning object marketplace internationally.
The project is a highly political one in its bid for funding, foreseen within the framework of The Rising Tide, a federal funding effort to develop the economic infrastructure of the Atlantic provinces.
An initial scoping document examining the eduFountain venture will be put up on the RDeL web site soon.
