I don't like that title. Nor do I think credit cards or comic books are a good idea (heh). I don't know if they director will think black and white appropriate--I doubt it (but ultimately, that decision, I guess, is his). And fuck no it will not take place at Outback.

Just make sure you title it "Waiters", finance it yourself with credit cards and comic book sales, shoot it yourself in black and white in the same resaurant you actually work in. You'll be well on your way.
