I've been using my 15" Powerbook lately on the couch and in front of the TV. Its been getting so uncomfortable I've been using pillows and books to insulate the heat. Got a surface thermometer out and checked the bottom surface. OMG...93F! Anyhow, did some searching and found ThermaPAK. Found them at www.thermapak.com. Been using one of their laptop sleeves/cooling pads. Really neat thing is that their pads absorb the heat and not just insulates it. I figure its better than "suffocating" the internals of the laptop. And unlike those fan pads, this requires no electricity. Just a heads up.

One way to measure the external temperature might be a liquid
crystal strip thermometer, but I'm not sure if one would be available
in the right temperature range.

The options would probably be a human-scale (around 98.6) or
perhaps a thermometer for warm water tropical fish tanks,
for temperatures below the mid 90s.

Not exactly what you're looking for, but possibly useful, and cheap.

Hi,
I think the newer G4 chips do not have a TAU so temperature measurement will be difficult with software. I know with the 7410 that a thermister was used to turn the fan on and off but again the temperature was hard to reliably measure at the chip level. In a totally unscientific experiment I set the temperature probe of my Triplett 9015 milti meter in the chanel between the home row and the next one up from it and closed the lid. Maximum temperature was 97F with a DVD running full screen on an external monitor. On a lark I bought a CyberCooler from cybercoolerinc.com. It is a three fan usb powered cooler. It's just a little larger then the LittleAL and in the same totally unscientific experiment the maximum temperature was 89F. It would make a nice lap heat shield but I don't know the effect on battery life.
