Actually, if we're spamming them, it sort of explains why the resistance is so much stiffer than we anticipated.

From what I've read, Iraqi officers are required to report any attempt by outsiders to contact them. Perhaps this cell phone campaign is an attempt to tie up the bureaucracy by requiring them to process thousands of Attempted Subversion forms.
