The August 22, 2003 issue of Science Magazine published a paper entitled, "University Licensing and the Bayh-Dole Act." see, vol. 301, p. 1052
    http://www.sciencemag.org/cgi/content/full/301/5636/1052

    Topics addressed include:
-Would technologies be transfered without the Bayh-Dole act?
-When is exclusive licensing needed most?
-Are university technology transfer offices "profit centers?"
-Does licensing restrict dissemination of academic research?
-Have financial incentives from licensing diverted faculty from basic to more applied research?

    A quick but interesting read...

UCLA's Henry Samueli School of Engineering and Applied Science (HSSEAS) recently announced a record-breaking patent licensing deal with Samsung.

You can read the release here:

This is an example of a company sponsoring research at a university which led to innovations that were granted patent protection, and resulted in an exclusive IP licensing agreement between the company and university for the new technology.

Rand recently published, "Technology Transfer of Federally Funded R&D: Perspectives from a Forum."

It's an excellent read to help fuel the discussion on T2 biz models.

The President's Council of Advisors on Science and Technology (PCAST) asked Rand to host the forum (12/02/02) addressing issues and best practices surrounding federally funded research and the commercialization of the resulting technology - both from the national lab and university perspective.

Lots of numbers, comments, and analysis! I found the section featuring random comments from participants most interesting.

The executive summary is here, and all sections of the report are available here at no charge.
