I think the consumers are equally to blame. If less people bought these monstrosities, there'd be less of a safety issue and the Big 3 might be a little more apt to make the vehicles more safe.
Are the Japanese or European SUVs any better in the safety department? You'd think that the Europeans at least would try a little harder. The Japanese probably just make the damn things to American specs. I don't think I saw one SUV when I was over there. I saw a couple of VW Beetles in Tokyo, and some really bizzarely shaped cars (like this one car that is really small but has a high roof for some reason), but no behemoths like the Navigator.
On the other hand, a Navigator would be a servicable apartment in Tokyo, and mobile too!
