i'm a city carrier who works in a small station. only 3 regular rts and 4 rural.we had a regular carrier transfer to another town,so the head ptf carrier was next in line to become regular,he assumed.the thing is he has carried the rt.since last august,and the postmaster has not made him regular.the postmaster told him he has not heard from corpus( the main office)so the guy is still in limbo.He's concerned someone else will take the position.How long is it suppose to take to become regular,and is there a place he can call to see if the postmaster is actually on the up and up with him

Is your office under Article 12 withholding? All vacant positions are being held for excessed employees and senior PTF does not make regular. The best he can do is bid (or keep) an opt on that vacant route. That's what's happening in most parts of the country- vacant routes are being held and the PTFs do not get promoted.

i don't know if the office is under article 12.can someone else tranfer and get the position from him if he does'nt become regular,thats what he's worried about

If your office has hired TEs, there is a rule about a % of positions being available to folks who want to transfer in, to give the advantage to career employees over casuals. Beyond that I don't know. Have him talk to the union.

No, only annual leave can be donated.

Im a city carrier and am curious about the scanners we use in scanning the bar codes for our lunch breaks.would anyone happen to know if the scanner includes a gps system of it's own.

We've been told they have GPS capability, but it isn't turned on. Who can believe anything mgt tells you.

/m1122 If I remember right, if an excessed employee is transferred into another office, then they become the JUNIOR PTF. That route should have been put up for bid. If noone bid on that route, then it would be withheld. If someone did bid on that route, then that second route would go up for bid and so on until you end up with a route that got no bids. Than that last route would be withheld.

regulars get excessed not ptf's.
the excessed individual maintains their seniority and gets slotted into their new office's seniority list accordingly.

/m1130 You don't do it. Your district has to be hiring career employees (few are)and they have to reach your score on the hiring register, and you have to pass the interview and a second 90 day probationary period,then you would become a PTF.

Is RCA seniority based on hours worked or date of employment? If an RCA is on medical leave for 1.5 years, do they maintain their seniority.

Bobby, I am a MH who was accepted last year as a transfer to Charleston.Then they had the freeze, and I was put back on hold. I have not heard back since.
