The USPS cannot make you wait for a business to pick up their mail. If they are going to make a deal with a business then they can make other arrangements to pick up the mail..........

Looking for some assistance. Im looking for a place to find managements responsibility to maintain the 4003 and the 4240. Is there a union rep somewhere that can tell me where to find this. Is it the ELM or is there a manual on managing rural delivery?

Maintaining the 4003?? It is the OFFICIAL Route Descpription, it is up to managment to measure, add extensions, etc. You are not to extend any new delivery until it is approved. If your 4003 is not up to date, REQUEST in writing that it be done and if it is NOT done in a timely manner you need to file a grievance.

The 4240 is the Rural Carrier Trip Report. It is up to the carrier to sign in and out with the EXACT times. Anything else on the form is managements responsibility but if the 4003 is not up to date I doubt the top part of the 4240 is up to date either.

I will see if I can find exact reference on this but the 4003 is totally managements responsibility. Sounds like you have managment that is not doing their job or does not know their job.

gtwonvp, below is an exercpt from the Rural Delivery Management Program, which was developed by the Arizona District QWL and is slanted toward training management about Rural Delivery management, but applies to Carriers too.

Your Office Might Not Get Credit For Growth Without the 4003

Contrary to popular belief, the Edit book and the PS Form 4003 are not connected in any way. When a carrier records new deliveries in the Edit book and management sends the Edit book to AMS to be updated, it does not change the route evaluation. Conversely, when management updates the carrier’s PS Form 4003 and sends it to the District for input, the new deliveries are not added to the AMS database. Process interim route adjustments in a timely manner. There are consequences for failing to perform both actions.

    *

      The route is not being properly compensated for new deliveries,
    *

      your office is not being properly credited for new growth in the budgeted hours,
    *

      routes receiving DPS are not having the new deliveries entered into the sort plan in order to achieve additional time and cost savings, and
    *

      mailers are missing addresses for their full coverage mailings.

Some ways management can ensure that the growth on rural routes is being reported; Several reasons for the apparent lack of concern over controlling growth on rural routes: Sometimes it’s nothing more than a lack of knowledge and experience of both the manager and the rural carrier.

Possible reasons deliveries may not be reported by the carrier:

       1.

          Rural carriers serving 46K routes know that if they become a 47K or 48K route, they can be adjusted back to a 44K route unless they have chosen a Tuesday, Wednesday, or Thursday relief day under the provisions of the current contract extension.
       2.

          Carriers who are 46J know that they will become a 42K or 43K route with no option and as a result experience a decrease in salary.
       3.

          The carrier is unaware that the only way for him or her to get a change in the route evaluation is to report the new deliveries to be banked towards a 60 minute base hour change.
       4.

          Management has not allowed the carriers to have the Edit books at their cases. Instead, management tries to keep up with all Edit books for all routes in the office. This usually can not be done in large offices due to a lack of time on the part of the supervisors.

County Offices Can Provide Growth Data - Field Managers Have Key Rural Role

    *

      Managers should meet, if possible, with developers to discuss types of delivery and the number of expected deliveries.
    *

      Managers should periodically review the Edit books to ensure that routes with an ‘N’ code (non-delivery) are actually non-delivery Addresses.

Possible ways for field management to ensure that the growth on rural routes is reported.

       1. Identify and ‘capture’ new growth. Establish delivery using the most cost effective method of service.

       2.

          Management should contact their local county office to request information or maps concerning new developments within their zone.
       3.

          Management should meet with the developers if possible to discuss types of delivery and the number of expected deliveries. With this information, management can better determine the proper assignment of new deliveries and ensure that AMS is notified and Edit books and PS Forms 4003 updated.
       4.

          Clerks should be instructed to report to management any new streets they note while sorting mail and any notable increase in the amount of mail being held in general delivery.
       5.

          Management should check the CLASS labels to see if the carrier has written in any new addresses. If they have, the Edit books should be Checked to ensure that the new deliveries have been recorded.
       6.

          Management should update the PS Form 4003 each time the Edit books are sent to the Address Management office.
       7.

          If carriers receive “good” DPS mail with the rejects, check to ensure that the addresses are in the AMS database.
       8.

          Managers should periodically review the Edit books to ensure that routes with an ‘N’ code (non-delivery) are actually non-delivery addresses. Once actual delivery is provided to a non-delivery address, managers should check to ensure that the proper 1621 code is changed to a delivery code.
       9.

          Management should also review “V” codes to ensure that the address is vacant. Managers must ensure that the ‘V’ code is inserted after an address has been vacant over 90 days.
      10.

          Management should talk to the relief carrier assigned to the rural route. If the relief carrier is taking longer to deliver the mail, it may be because new deliveries have not been reported to management.

When new growth is not reported, the office may experience overruns in their rural budget because carriers are handling mail for new deliveries not recorded in their Edit books or reported to AMS.

howdy! question... there was a medium size pkg. in rural box couldn"t see anything on it until i took it out of box,new box, it had a return label on it to a postal unit, no return address, then i saw medical waste on the side and only on one side it had the biohazard label ,yikes,i put it back in the box with a note to bring to p.o. i know the people that lived there and they have never put any parcels in box i told the o.i.c.and she said it must be an old box they were using, and i said no it was a brand new box. she said she didn't know the procedure on it. has anyone else run across ant medical waste ? that was scary to me.
