Can anyone suggest a good statistics book or even web page that might give some good review of background information for the course?

The books in the bookstore for ECE 109 are all highly recommended by Ken Kreutz-Delgado, an ECE professor in robotics and intelligent systems. They are:

Intro. to Applied Probability by John R. Thomas. A classic, available used only?

A First Course in Probability (6th Edition) by Sheldon M. Ross. A modern classic,

This book is available in the bookstore for other classes, and provides useful background for this class

"An Introduction to Mathematical Statistics and Its Applications" (3rd Edition) by Richard J. Larsen, Morris L. Marx, http://www.amazon.com/exec/obidos/tg/detail/-/0139223037

At least one copy of the book by David Williams is available, and many copies of "Statistical Inference" by Casella and Berger.
