Hey Rick I read your post on the management page and I agree with you. I had 21 plus years in as a city carrier and left last November. Years ago I was asked to be a 204b and scored high on the old written test. But then I felt like I was abandoning my route, so I never did it. It is unfortunate that the USPS doesn't tap all the knowledge we have to offer. Some fool off the street has no idea what is what. Before I left, both of my supervisors quit and one transferred.Why? Because they had no power.Just do what we tell you, no matter if you believe in it or not. I admit I probably made a mistake leaving when I did. I still have 12 years until I am eligible to retire. I just needed a break. Now with a clearer mind, I am looking into reinstatement. Sure I will be a PTF, but I miss the job. It is all I have ever known. Maybe they won't take me back and if that is the case, so be it. But we will see. Any info you can pass on to me about getting back in would be greatly appreciated.

I am a Postal Employee Advocate who represents Postal Employees in EEO complaints and M.S.P.B. Appeals. I also conduct EEO Seminars for union leaders/stewards and other Postal Employees. I have seen more legitimate workers comp cases pursued for fraud than actual fraudulant cases. Postal workers have enough of a challange just trying to get their legitimate claims approved. They don't need some psuedo workers' comp cop discouraging employees from filing a legitimate claim because they fear being prosecuted. Too many employees are already worked to the point of injury w/o a care by their supervisors. The fear of being prosecuted is more insidious and injurous to workers than is the very few cases of false claims.

I worked in post office for 14 years in a mail sorting facility as a clerk. I quit my job in August 2000 to take care of my baby. I want to reinstate my job as my husband is in IT field and does not have job for more than a year. Does any body know about reinstatement process? Can my previous job be reinstated at all? Thanks.

You can just go to HR and request re-instatement for a particular office or for a District. Good luck. I don't see much CAREER hiring going on anywhere. Most are concerned about excessing or RIF's.

Hi,
I was injured at work. I declined a suitable job because of fear. My new treating physician told me to accept the job. I followed his instruction. The hearing represenative who reviewed the written record affimed the local owcp decision to stop compensation because I refused suitable work. Several months later I returned to work and worked two weeks. Afterwards, the MDO told me that the job was no longer available. I'm in the process of appealing the decision with OWCP; but is there anything else I can do to speed up this process? DIRE POSTAL WORKER

Derek Bullock is 16 year army vetran that was in germany in 1990 and did everything not to go to dersert storm and, did not go that makes him coward. Then he wore ribbons of desert storm that makes him a lier and a coward. They kicked him out of the service. Now, he's a postal worker in Mangum, Oklahoma. Sometime give him a call and tell him how you feel about cowards.

I am a Regular Rural Carrier out on limited duty due to job related injury,we have 2 other light duty carriers here. My hours are from 9:30 a.m. - 6:00 p.m. i was working 7:00 am - 4:00 pm. now my postmasster assigns me the 1st hrs. 9-6 because the other light duty people are in early too.I thought I was to be offered the same hours not later. I signed my job offer for hrs 9-6 but am wondering if I can go back to 7-4?? i had no choice at the time for 9 - 6 hrs.

Mr. Wakefield: I appreciate your visiting my message boards and your compliments on my site. In return, I compliment you on your site.
Let me just say this regarding NYmailmans comments - a few years ago I contacted Mr. Merritt of PostalWatch when he was so adamantly against the stance USPS took on the private mailbox industry - that is, businesses who run completely out of rented mailboxes at such locations as MailBoxes Etc. I conveyed my agreement with USPS on this issue since it is my belief that any customer has the right to know with whom he is doing business and should be able - if needed - to find this businesses physical location. He does not agree with this.
I also took issue with his unfavorable views of USPS since many of his views appear to make postal employees, and their unions, appear to be second class. We, the employees, ARE the postal service in my opinion and I totally disagree with almost, I repeat, almost all of his views on USPS. I think I find only his views regarding poor management judgement and improper spending of USPS funds as items that I agree with.
Since, in my opinion, he supports privatizing USPS or at least partly supports it, I would not desire my site to be a featured link on his site for any reason. If he chose to disagree with this and state that he does not support privatizing USPS, or any part thereof, and that he respects all postal employees and the jobs that they perform then I would be glad to rethink my opinion of his site.

Is it really true that USPS delivery vehicles are not allowed to back up (i.e., drive in reverse)? We live on a dead end street with no turn-around. One would have to do a 3 point turn (involving reverse) to go back out. USPS will not deliver to the house express mail, certified mail, registered mail because of this alleged "no driving in reverse" rule. IS THIS FOR REAL? Thanks for any info.

Yes, it's true...You should see how hard it is to turn those trucks around in the shop. After fixing them, we have to get about ten guys to lift the truck and turn it around so we can drive it back out....only in america..only in the usps...

The last few issues (current issue dated june 6) for the western area has an indepth list of transfers available in the our area. Perhaps your area has such a listing too. It's worth looking into it. To Shaddup -- you can't be serious! Our mail delivery person in Pennsylvania (when we lived there) had no trouble whatsoever turning his truck around. We're not talking about the giganto trucks -- these are the small delivery vans. Now, tell me the truth. Is our post office making this up to cut down on delivery time? What's the point of sending and express mail if the recipient has to go to the PO to get delivery?????? Thanks.

FYI:
There is no rule that you cannot turn a USPS vehicle around or use reverse. It is REQUESTED that drivers do not use reverse unless it is a 'have to.'
Three point turns are allowed also. LLV's have blind spots and no rear windows - this can cause backing accidents or worse - that is why we are asked not to use reverse unless we absolutely must do so.

The Postmaster delivers our express mail. There is no way carriers can get there on time.

By the way, if you have an accident and your insurance covers you while you work. You are responsible for the damages. If your ins doesnt carry you, PS has to pay.

USPS carries no insurance on vehicles - each vehicle accident is paid for individually. If the other party is at fault then they pay - if the carrier is at fault then USPS pays, but the carrier MAY have to reimburse USPS because he/she is at fault. Remember - I said 'MAY.'

what is really going on with the postal service,who ever heard of someone receiving a PDI for sitting down during wash-up.P.O-DVD. what is postal life, is there a memorandom for all SDO's givin by their superiors to jeopardize jobs by any means necessary.I was told by my SDO that the thing that separates management from the employee is the level of intelligence.Question, do MDO's earn their title's or are they handed to them as a gift.it is said that there is no discrimination in the postal service ?? I was told by the MDO that attendence was a criteria for retaining a vehicle licence.what kind of head game is the postal service playing with their employees?

If you believe that pigs fly then your SDO is correct when he talks about intelligence separating the craft from management. Seems the screw ups in management get the promotions that others deserve. Attendence has nothing to do with your license. The State gives you your license and not the PO, and the only thing the PO can do is suspend your driving priviligeges is if you are invovled in an accident or are observed violating safety. You sound like you are working for some real brainless morons.

Maybe the SDO was NOT impling that s/he was smarter than the craft employee...
Being a first line supervisor in the PO is NOT as easy as most people think. The pressure from the District Office on Postmasters, Managers and supervisors currently is horrendous. The stress level is unbelievable. Some people are better equpped to deal with stress than others.
However, as in the craft, private industry, or anywhere there are human beings, there are bound to be poor or downright awful supervisors, regardless of the pressures of the job. And that is true no matter where you work (unless you are self-employed or retired).

You could be right that the SDO was not implying that s/he was smarter and maybe it could be construed as the other way around.
I know what it's like to be an SDO and be micromanaged, that's why I went back to craft just prior to 2 years so I would not lose seniority. Seems like you were not allowed to use your brain and this would further insinuate that craft is smarter than management.
I can understand when you suggest that anywhere there could be poor workers, but this is a PO employee forum and we post messages about the PO and not private industry, so I really could care less about the private sector.

thanks Dave for your response but what i cant seem to understand is how can someone come in as a casual and within four years time become an MDO,this job was one of my dream jobs,to which I have been employed for eighteen years, today I sit and watch the many injustices transpire in front of my face and feel as though I am in a nightmare and I am drowning in a pool of stagnated water and all my years were in vane. sure the mail is important,but so are the people,why can't management understand this?

I am a casual employee in Puerto Rico. I take a 460 test in St. Thomas and St Croix in sept 17 and 18. I won't receive the score and i am sure that i optain a good score. what's the address to solicite the score in USA.

Thought I would list a new Message Board system that Rick Owens, the founder of Postal Employees Network setup in late June of 2003. It is listed at the bottom of his "Quick Topics Forum" list that brought us each here from the Postal Employee Network, but is not being seen by most, nor utilized to it's fullest. http://postalworkz.proboards20.com/Looks like Rick Owens is leaving this forum up in conjunction with the new one, so it will take an organized effort by everyone that visits here to use the new Message Board. The advantage to the new board that he created is that it allows organized responses to topics created and moves away from the streaming thought text postings here. I am new to this forum I know, but had been involved in the creation and management of free open forum message boards on a daily basis for the past 3 years as a Moderator. I can without a doubt say that the Message Board type he is wanting to use is SOooo Much Better than this type. I hope that we as USPS employees can better share knowledge and experiences through an organized method of communication, thus why I am posting this wonderful New Message Board system that Rick Owens has created for the Postal Employee community.

I agree with you concerning the new message forums. This type is very confusing and this new one will allow us to post specific topics and if they are the topic that you are looking for, it will be much easier to find the answers. We PO employees are creatures of habit and we do like to resist change, but all of you need to know that this new format will be easier to find what you are looking for and there will not be as many repeat posts. I have already made a post on the new board and think it is great. So, come on everyone and join in and it will be easier for all of us.

Who makes the decision about whether or not an EAS position is posted open to craft employees? Does it matter what level EAS position? For example, could an EAS 18, Manager Field Maintenance Operations (with no supervisor below them)be posted open to craft employees.

Puzzled - you're very welcome. Just remember this - if, I said IF, there is an accident while you're backing USPS will want to take the attitude of we allow no backing...which is not really fact. However, go out of your way to keep from backing if you can. That will always work.

If you have not already done so, please have a look at the petition to investigate the merger of the APWU and NPMHU. http://www.petitiononline.com/npmhu/petition.htmlThe merger of these two large postal unions can result in increased strength, solidarity and organizational power within our changing and threatened work place. Reduction of infighting and grievance activity that currently takes place between the separate unions will eliminate the USPS managements divide and conquer tactic, which successfully undermines all craft employees. We the undersigned do hereby petition and request the leadership of the National Postal Mail Handlers Union and American Postal Workers Union to take all necessary steps to fully investigate a merger between said unions. This investigation shall fully explore all possible ramifications and legal obstacles of a merger that results in the formation of one union that represents all employees currently under the jurisdictions of these two unions. The NPMHU and APWU shall begin the process of initiating this action and begin the investigation process within ninety, (90) days of receipt of this petition. The complete investigation should be final within one (1) year of beginning said process. Upon completion of all investigations, all resulting information will be shared with all current union members of each union, APWU and NPMHU. After all information has been shared and sufficient time for feedback from each unions membership has elapsed, a vote shall be held whereas the full membership of both union will determine if the said merger shall take place.

I am sending this message to encourage all Postal employees to tune into the Mad TV episode that is denegrating the Post Office. Write down the names of all the products and companies that are sponsoring this tripe, and send them an email, fax, or letter protesting their sponsorship of this tasteless Postal Service bashing!
Just think if even 1/10 of us boycotted these companies! That's over 70,000 people! United, we can move mountains!

Why is it that postal employees don't get any kind of Christmas gift or a bonus?? I know supervisors get huge Christmas bonus's for keeping overtime down and for our hard work. I think it's a shame that we don't get anything from a multi billion dollar company for our good service.

To anyone in here who has a job offer that contains the term "other duties as assigned", there may be a way to get this removed from your job description. This is just more proof that the OWCP and PO are not administering the FECA properly.
Under ELM 546.14, a determination is to be made if you are to be offered limited duty offer or a Rehabilitation offer. Limited duty is reserved for injured employees as they go through the recovery process and have not reached maximum Medical Improvement. If you have reached MMI and there are residuals from the injury and you will have permanent restrictions that will not allow you to work full duty, then you are to be considered for the USPS Rehabilitation Program and the term "other duites as assigned" must list examples of these other duties. This is found in Hnadbook EL-505 Rehabilitation Program under section 11.8.
Let me all know if my interpretation is accurate and if you feel you meet this criteria, have them remove the catch all phrase that causes further injury removed from your job description so that these abusive type managers cannot cause you further injury by picking weeds or picking up cigarette butts or anything else they may try to use to belittle you and cause further injuries.

ATTENTION ALL VETERANS- If you are forced to payback your military years, with all the interest the Postal Service has added. You have a voice. First of all you can claim these payments on your Federal tax return. 1341 Section Claim Of Rights. You can not use it to lower your gross income, however you may use it in the schedule A of your tax return. Itemized portion. In addition we must all band together and fight these outrageous payments. What started off as buying 8 years back a total of 3,000.00 is now over 12,000.00 because of the interest. Unfortunately when I was hired I was not told about paying back this time. We just automatically figured our time in the military counted. There is a ruling that you don't have to payback this so called pension if you didn't receive it.In the mean time claim this on your taxes. Also some more information. The dependent tax credit that President Bush gave us last year. 400.00 per child. This was only a loan and lowers your current tax return, by exactly how much you received. HHMMM they failed to disclose this to us, when we were all busy cashing and spending those checks.

Hello. I recently fell in love with and purchased a 1955 Dodge Postal Service Delivey Van. Is there anyone out there that remembers or has any info or contacts about such a machine. This style is very unique, not your typical jeep type affair, and will be wonderful when I get it restored. I believe this vehicle saw service in the Colorado and Kansas regions. I have been a part time regular carrier in night collection for 16 years. I was a letter carrier for 10 years before that. The post office wants to eliminate our unit and make us all part time flexes. Are there any part timers out there? Do you know any part timers? Has anyone had similar experiences with the P.O.? That is elimination of their jobs and subsequent lose of benefits? Anyone have any information in the contract that would be relevant to this matter?
I would also like to get some information about PTR's in either S.F. Cal. or Oregon but any information would be appreciated. Any information about the VIMS routes being moved to the stations? tom2w@foxinternet.net

I posted this witht he carriers as well...Here in Yonkers, NY we pay cit,state and fed taxes...YUCK!! But the city taxes are NOT taken out from our checks...How can we get finance to change this?? Hi,wanted to post an urgent "heads up" to all CRS employees about current legislation to REPEAL the WEP law, the Windfall Elimination Provision. The WEP law alows the govt to take away Your soc. sec. benefits, either in part or all. I had read a "35 %" reduction mentioned somewhere and was shocked to learn that in my case I may lose ALL of the soc. sec benefit I earned.YOU may,too..Go to www.NEA.org or www.dingomt.com/ssoffsetlaw to email your legislators and sign a petition. 06-27-2004 12:05 PM ET (US) mid march of this year i had undergone a coronary heart bypass surgery. I had used up all my AL and SL, which i do not have much. I had applied for the leave donation program and i was able to get some from my colleagues. at the present i have not gone back to work as per advice by my doctor (I had developed complications of pneumonia and infection in the bloodstream) and due to this i have been on a LWOP status for almost 2 months, although i use my donated leave (not much-20 hours per pay period))to cover my normal deductions(insurance, etc)so that i would not be placed on a non pay status. I AM JUST SURPRISED THAT THERE IS NO TEMPORARY DISABILITY PROGRAM THAT I COULD AVAIL OF. I had tried the State (New jersey) and they had responded that we are considered federal employees, henceforth i was not entitled with the states temporary disability program. I F SOMEONE COULD SHARE WITH ME SOME INFO AS TO WHERE I CAN APLLY FOR TEMPORARY DISABILITY UNTIL THE TIME I WOULD BE ABLE TO RETURN TO WORK, THANK YOU.

You can apply for disability retirement through the Office of Personnel Management. Contact your local personnel office for more info or www.opm.gov. Once you can work again, you are afforded reinstatement rights back to the PO.

Remember the Air Traffic Controllers, they were union and they went on strike and they got fired. Postal employees are unionized but they can't strike and if they do, they could end up being fired.

Recently I was hurt on the job and i received a letter of warning of it. I was never given the jsa on the new piece of equipment I was working on. I won the case but with restrictions, which are a power lifting class and a reveiw of the jsa with mgmt.and the steward. Do i have any rights in this matter.Also what happens if i get hurt again.

Thank God I found this site... perhaps someone who's been where I have may have some good advice. (Please excuse my excessive rhetoric, I'm just really pissed off!)
From 8/03 to 2/04, I held a position as a Data Conversion Operator at the Beaumont (TX) Remote Encoding Center. The pay was great and the work wasn't hard, but one problem after the other unfolded, and I got canned!
OK... The REC in my area was/is touted as THE PLACE TO WORK for college students, because of its high pay ($12.27/hr) and work schedule accommodations. So I went for it -- I easily completed the testing process, and was in the workroom in a matter of weeks.
Sparing you all the minor details, I asked my supervisor to cut my hours, as was promised *no less than three times* during the orientation... but he NEVER would do it! And I know full well that other college students in the facility (who may have had different supervisors) did get switched to working crews. Hopelessly stuck working 30+ hour weeks, my academic career began to go downhill. I ultimately made an F and three D's that semester, and LOST a scholarship which paid for 50% of my education.
In January, I came down with appendicitis, and would have to miss two weeks of work. Although I couldn't control that circumstance, I believe that it contributed to my discharge.
Upon my return, I continued working hard and meeting the quotas until the end of my appointment the next month. Having not been re-appointed, I called up my supervisor and asked him why I was discharged. He said that my speed and accuracy weren't high enough. (I don't buy it for a second!)
Not wanting to argue (and possibly affect my chances of re-hire,) I asked him if there would ever be a possibility of re-appointment, and he said I would have to START ALL OVER with the written 710 exam. (I thought the qualification was good for three years!)
Needless to say, I don't think this is fair at all. I also doubt his supervisory aptitude, as he was almost NEVER actually present at the REC, due to his involvement with the U.S. Army Reserves. It also seems as if he penalizes the employees for being "human." (A "human" might be a little late for work because they blew a tire on the way. A "human" might (very occasionally) take a little too long of a break because they had to go to the restroom. And God forbid that a "human" may even have to have surgery, which will invariably keep them away from work! But us "human" employees are also the best of the best typists!)
Should REC workers have to park motor homes outside the facility, and live in them? Should they be denied bathroom usage while clocked in? Should an appendectomy be a pre-requisite for employment? Hell no!
Anyway, let's go on. I recently went back to the REC, and asked to speak with a union steward... They wouldn't let me in! (Some kind of "homeland security" B.S., I'm guessing. I even volunteered my identification to prove that I did once work at that facility, but they still denied me entry.) When I asked for the APWU Local phone number, they gave it to me... or so I thought! It proved to be BOGUS!
As you all probably guessed, I'm trying my damnedest to get that job back! Since my scholarship has been lost, it's my one and only hope of ever going back to college. (After all, a Data Conversion Operator position IS the highest-paying entry-level job in my entire area!) But what should I do? I'm completely STUCK! I've already sent a letter to H.R., but they seem to be taking their sweet time with the re-hire process! Is there any way I, or the Union, could help things along? And maybe get management to give that particular supervisor the boot, somehow?
[If the Postal Service didn't arbitrarily have people who challenge its authority (even if by non-violent means) thrown in the gulag, I would consider making a citizen's arrest! Even if employment is "at-will" in the state of Texas, I know that some labor laws have been broken!]

Jason L: I don't know if I can help you but would like to give you another viewpoint. I've worked at a Remote Encoding Center in California for 9 years so I know a bit about what you're going through. In our facility, employees know what their speed and accuracy rates are. But at our place, attendance seems to be the #1 factor for TEs not coming back. If you had other attendance problems besides the surgery, *and* your speed/accuracy was just okay, that, to them, is enough not to renew your contract. From what I've seen, once a TE's contract is not renewed, that's the end. He will never be back.
I think you should really forget about this job. Working as a TE at a REC site will probably get you nowhere, as far as promotions go. You should focus on finding a new scholarship instead, and go to school so you can find yourself a good job after you graduate.

Jason L! I had to laugh at your message. You write rather well and I enjoyed your rhetoric. Let me tell you that I was an employee of the REC in Nashua, NH years ago. I am still employed by the USPS, but I switched over to the carrier craft as a PTF carrier. Let me tell you something...what you experienced is the norm and it happens no matter what state you work for or what post office you work in. The postal brass are all screwballs, I am sorry to say. When I was a DCO at the REC, I was maintaining a 99.8% accuracy rate and was keying at speeds in excess of 14,000 kph. What did that get me that I was the equivalent of 2 employees? NOTHING! I had taken TWO MINUTES over on my breaks ONE day! During an edit, I had a piece of trash Pseudo Supv. (204B) come tell me that I was over by 2 minutes for the day on my breaks and I needed to watch my time. Well, that just did it! I went off on that chick to say the least. I proceeded to inform her that she should get a foghorn and beckon to me from across the huge workroom floor when it was time for me to come back to my terminal for break. I also argued that I was the freaking equivalent of TWO workers and how dare she be so damning over 2 minutes. My work production FAR EXCEEDED the two minutes that I "wasted" of their time. After this episode, that was the beginning of the end as the "model employee" that I had been. I immediately became involved in the union, took on the Chief Steward position at the REC, where I represented about 400 employees. I can now proudly say that I am a STAUNCH pro-labor anti-mgmt. employee now. What you describe is so typical of postal brasshole behavior that it makes me sick. The postal theory of mgmt. and how they "run their ship" is the most senile view that I have ever known. The pay is great, sure, but money doesn't buy happiness. Good luck with your pursuit. Why don't you contact one of your legislative members & tell them your story. I can tell you one thing for sure...the PO HATES negative publicity.

I think this demonstrates why most supervisors are so worthless. The best employees usually quit or they wise up and stop doing such a good job. Who would waste their energy doing above the minimum with no incentive? When the rare PTF positions do come up, they go to people keying right around and often below 7,150. Then the PTFs get jerked around and that further weeds out the productive workers. Of course, since the postal system is mostly made up of these people, they don't see a problem with it.

Recently I was taken for a fitness for duty exam. Management stated that it was because of frequent bathroom use and "erratic behavior". They will not specify what behavior was erractic. Initially they refused me union representation and also refused to give me a probable cause reason for taking me to the medical unit. Management stated that they did not have to give me a reason. After two days they finally decide that frequent bathroom usage and the mysterious "erratic behavior" was the reason. They never approached me about my bathroom usage and did not remove me from the workroom floor. They allowed me to drive my car on the clock to a drop ship bulk mailer. An hour later they came to that location and took me to the medical unit. Is there postal policy outlining the amount of times an employee can use the bathroom in a 6.5 hour period of time? Does management have to be specific when claiming erratic behavior? This action was in direct retaliation for two current EEO claims pending against these managers. Any info will be greatly appreciated!!

The plot has thickened yet again... As I mentioned earlier, my supervisor was very seldom present at the REC, as he was in the U.S. Army Reserves. According to the H.R. lady, he was recently called to Iraq! Now he can NEVER be judged for his actions!
In that same conversation with H.R., I asked how far down I was on the re-hire list. She said:
"It's not a matter of how far down you are on the list... every couple of weeks, a list of names gets passed around to the supervisors, and they decide whether or not to bring back any particular person."
In a nutshell, they vote on the re-hiring of employees, and H.R. pretty much has to do what they say. That would naturally mean that supervisors can push to keep their "favorite sons" on the payroll, even if they can't perform worth a damn.
Nepotism exists at the REC as well -- I know, by name, at least two individuals who rode their mothers' coattails right onto the workroom floor. (I doubt if they even had to go through the qualification process.) And I'll bet my last 50 cents that they'll have a job as long as they want it.
Kate commented that the employees who key right at or below 7150 ksph are chosen for PTF positions... so let's say that a supervisor's daughter might key only 1270 ksph. It's doubtful that neither the other supervisors, nor the plant manager, see the numbers, so since she's (most likely) on one of her mother's crews, she's pretty much guaranteed a career position. (It's certainly possible to live VERY comfortably on $12.27 per hour, but I do know that the career employees get paid a LOT more per hour, for the exact same work -- just longer periods of it.)
This unfortunate occurrence was pretty much unavoidable, but what should I have done -- perform surgery on myself with an X-Acto knife while on break, only to be imprisoned for possessing a weapon on federal property? Seems as if the supervisor wanted to impose a permanent sanction, regardless of the fact that appendicitis is a "once-in-a-lifetime" problem. I even offered to show them my surgical photo -- an incontrovertible piece of evidence -- but they didn't care to see it. Talk about IGNORANCE!
The REC management is in the wrong, we know that. But what avenue(s) of recourse could I take, if the Union is of no help? The system is ridiculously hard to fight against, and I can't afford an attorney.
And by the way, Marchelle, the labor laws state that an employer/supervisor can NOT stop you from going to the bathroom when you need to, or punish you for bathroom usage. If you have a medical condition that makes you go to the bathroom more often, and they fire you for it, that is "medical condition discrimination." Even if it's normal for you to go a lot, it's still wrong of them to investigate you for it.
And yes, management DOES have to be specific when claiming "erratic behavior". Their failure to give a reason would make even a two-bit lawyer call "BULLSHIT!"
Oftentimes, if management says they don't have to give you a reason for some type of personnel action, THERE IS NO REASON. They just want to mess up your life. Get yourself a lawyer, and they'll scare these assholes into submission. Nowadays, if you even threaten to sue, they'll give you what's rightfully yours, most of the time. It's just a matter of being able to afford an attorney, though.

I took the RCA exam on Monday and the person giving the exam said that the procedure has now changed. Instead of your name going on the roster for your choice of 3 cities, you are now eligible for almost anywhere. I'm supposed to be able to log on to the USPS website and the openings will be posted there. I then fill out an application for the job and wait to be contacted for an interview. Did I understand this correctly?? Are you still automatically hired according to exam score etc or does the person interviewing have the final say.(like in corporate america) If any of you know about this could you please let me know. Also when is this posted?? I checked today and I could not find anything new......thanks

USPS EEO's job is to find in favor of mgmt., but sounds like you've got nothing to lose at this point. A Battery Recharge New employee selection targets todays USPS needs
You asked for it, you got it.
Based on extensive research and input from a wide range of employees and managers, USPS is changing how it selects new employees. The new selection process including the new Battery 473 exam debuts in seven pilot sites across the country this month and represents a major shift in entry-level hiring.
New tools have been designed to provide a thorough, fair assessment of the skills and abilities the Postal Service needs to succeed. These tools provide more information to potential applicants up front so they can decide if the job is right for them.
In addition, Battery 473 combines measures of familiar favorites such as address checking, and coding and memory, with measures of other job-related behaviors such as identifying information needed to complete forms and demonstrating service orientation, conscientiousness and interpersonal skills.
The process initially will be used for the five most populous entry-level positions city carrier, mail handler, mail processing clerk, sales and services associate and sales, services and distribution associate.
Weve transformed our technology, our focus on performance and our customer service, said Selection, Evaluation and Recognition Manager Susan LaChance. Now we want to hire employees who best fit those ideals safety-oriented, customer-focused employees with solid work ethics.
The Battery 473 exam begins its rollout to the field next month. By July 2005, all offices will have offered the new exam. Existing registers can be used until the new exam is given for a facility after that, all new hires must come from a Battery 473 register.

I don't think there is one yet. The guy that normally comes out with these type of books first has to take the test, and see how different it is before he can come out with pointers. It's only being offered in certain areas of America right now.

Hi! I am a newbie here and would appreciate some advice. I just retired from the Army as a 50% disabled vet and am scheduled to take the new 473 on Tuesday....which is waaaayyy different from the 470. But I digress...providing I pass the test and am eventually hired, would someone please tell me how my 20 years of federal active service is applied toward my postal career (steps, leave, etc..). My sister has been a rural carrier for 17 yrs now and I have always enjoyed living vicariously through her and the USPS life.

I was injured on the job back in September 2004. I did not go to my own doctor. Now January 2005 injury comp is denying my claim saying I did not turn in any paper work. Manager did not give me a ca-16 or a ca-17. I did get a copy of the ca-1. I am still injured and management is saying that I must go back to full duty cuase injury comp is saying I am no longer injured. Should I go to my own doctor at this point?

According to the Applicant Information Package I got, there are five parts to the test. Test Part: Number of Time Items: Allowed:
1. Address Checking 60 11 mins. 2. Forms Completion 30 15 mins. 3. Coding 36 6 mins. 4. Coding (Memory) 36 7 mins. 5. Personal Characteristics 236 90 mins. and experience Inventory
The address checking (comparison) is different than the 470. Instead of determining alike or different, you have to chose A. No Errors B. Address only C. Zip code only or D. Both.
Hope this helps to inform everyone.

OK...I took the test yesterday...they said they had 500 in the morning and 500+ in the afternoon. The exam in general was not as difficult as I had imagined. I finished everything with enough time to go back and check most of my answers...although some of the folks at my table did not finish, so this is only my perspective.
All of the parts were reasonable...with enough time to commit to memmory on the coding because you use the same coding table for the coding and the memory. I really don't know how they will derive a raw score from the Personality Charachteristics...some of the questions seemed vague or opinionated.
All in all, I felt that I did very well...this is a well rounded test...MUCH better (read easier) than the 470.

LOL Terry, I agree with you, I just don't know how they will score the personality part. must be so many pts. for answer a. so many for answer b. etc... I can't figure it out either. This persons IP address is 66.53.62.85 - along with various other IP addresses. I have banned this IP address as well as several others that he uses, but he keeps coming back. I have contacted the owner of Quick Topic (Steve Yost) and asked for his assistance, but I do not believe he can do anything about it - hopefully I am wrong.
Each person who uses a computer has an IP address issued from their internet service provider. I can ban their IP address here, but they can request a new IP address from their service provider...so, the cycle is almost endless.

Postal Authority plans 5-day week The Ministry of Communications opposes the measures, saying they will detract from service to the public. Guy Hadass 6 Apr 05 19:19 The budget of the Israel Postal Authority indicates that it is planning to cut mail distribution to five days a week, instead of the present six days.
Sources inform "Globes" that Sunday will probably be the day cut, which will make it possible to close mail sorting facilities on Saturday night. The Postal Authority estimates that this will save NIS 15 million a year.
The Post Authority is also planning open its branches five days a week, instead of six. Each branch will be closed on a different day, in order to ensure that some branches will always remain open in a given area.
The Ministry of Communications opposes the changes, claiming that they will detract from service to the public, and has not approved them.

I am a mass. attorney who represents postal workers in EEO cases. Did you lose your case at hearing? The usps attorneys went in, week before the hearing, questioned and intimidated my witnesses. I have excellent documentation, including a letter from the attorney stating that NE area attorneys do this in every case that comes to hearing. But, apparently, they haven't got caught before. Witness tampering is grounds to reopen your case.

Dear rick, I see your point but every usps ee who has filed an eeo case at hearing and lost needs to know this. These sorts of cases affect proples jobs and lives, and as the result of this unfair practice, they are really being hurt.
Help them fight back and get a fair chance. Thanks.

Personally, I'll get a lawyer in my state versus someone from out of state. I also question how good a professional is when they come to forums such as these and advertise their snake oil.

Does anyone have any information that the Office Of Inspector General (OIG) is taking over the Postal Inspection Service? I heard that the OIG already is doing all of the audit and internal crimes work. Also, is the Postal Service getting rid of the uniform postal police officer. I understand they were 2700 strong and now there are less than 800 left in the USA. So much for homeland security!!!!

i must have misunderstood. i remember a clerk in our office wanting some time off in november, but was our of AL, so asked for LWOP, and was turned down. that is why i said i thought it must be approved. so they meant they had AL on the books, but not enough to cover? now i understand. so sorry...

Thought those affected might be interested: from NAPUS Nov. 9, 2005: The Postal Service has received authority from the Office of Personnel Management to offer Voluntary Early Retirements (VER) to postal employees (including Postmasters) in areas that were severely impacted by Hurricanes Katrina and Rita. The USPS will determine who will be offered VERs in the storm torn areas of AL, LA, MS, and Houston. Additional information on the VER will be provided as soon as it becomes available. Yeah this new amp study is really putting a damper on our employees. We are constantly in the local papers, and all the state reps and city council officials deny the consolidation.Still, with my understanding if its federal the state has no say as to losing our city postmark and the consolidation of our plant. This move will affect 200+ employees. Our facility is out of Lacrosse WI, and the study wants to consolidate with Rochester MN. A plant smaller than ours and an hour and a half away. Our postmaster is so shady, he's leaving for south sakota on the 21st. The plant is practically ran on employees now. We dont even have a supervisor for our shift, no 204B. Everybody is calling in sick. Hell who's going to report the sick calls. We are in dire need here. I know everybody has there own issues, but hey thats what we are on this site for right? Whadda you think?

I am a MPE in Memphis and have been a Mailhandler before then. My question is will the Postal Service ever decide what to do with the LA/MS 3rd and 4th class mail of the cities that was affected by Katrina? We have mail of this sort all over the place and I think it is now becoming a safety problem.

I paid to park while serving as a juror for jury duty. Does the USPS reimburse for this expense? If so, where can I find the regulatory guidance? I've heard that it is - but when I asked my supervisor she said, "I don't think so...I think at one time we did, but not anymore." Those definitive responses are so reassuring!

There is a major upset in balance going on in the SouthWest Area due to DBCS Automation, particularly in my office. Recently, our DBCS Operators were informed of a new transformation with data collected from these machines via a new Windows program disseminating information. Supervisors in our office are monitoring all Jams, E-Stops, and Out-of-Sequence Errors. They are even stressing the practice of enforcing Discipline ( yes.........Discipline)if data from this program deems an operator responsible for going in excess of any of these three shortcomings. My supervisor told us that this approach to reprimand machine operators is part of a nationwide agenda. Can management actually reprimand or discipline a DBCS Machine operator for having too many jams or Out-of-Sequence mistakes?..............if not............Why are they doing it in my office?......................What should I do about it?

weeeeell there was this video that was shown to us(DBCS clerks)that was giving 'expectations' and a sort of 'how to' representation of the proper operation of a DBCS machine. The stupervisor did say that eventually we (all clerks) would be evaluated on their performance. I really havn't heard much more or any updates....oh there were a few differences in the video and how actual work gets done, 1. it was stated in the video that 2nd pass stacks of mail, you know the piles made on the rollers? we are only allowed to stack the mail TWO trays high. There are only two people to a machine and sometimes there would be only one. Oh yeah definitely speak with you shop steward or president of your union. good luck

Our union has not helped us at all here and I would like to know what others have done to get the unions attention or get their hours back to normal. Background: I tested in 1995 (as a recent 5pt vet), hired and worked for the USPS from 1995 to late 2006 when I resigned on good terms. Now, I want back in and I have my old PM and Supvs who want me back. The problem seems to be the question of whether or not my old test scores from 470 expired and do I need to take the new 473 test? If I do, can I be given any special consideration to test with the recent vets or do I have to wait for public testing? Thanks.

You have to re-test. USPS does not maintain test scores for that long of a period. Nor do they keep you on a possible hiring register over a couple of years..

any employee can ask for a re-instatement! if it is within three years of leaving. I have never heard you have to re-take a test. just write a letter to the postmaster of the office you want to work, send a copy to the district manager. you will hear one way or another. but you had better have left in good terms.

read through the following on overtime scheduling.
I am confused now. what is the correct procedure?
Sunnyvale St said... I am glad that we have the new shop stewards on tour 3 because they give us education into how the overtime is supposed to work.
Estter says that you must be available on Wednesday of the week before your supervisor needs to call overttime. If you call in sick on Wednesday, than you are not available to overtime during the next week, because they already figured out who was going to get the overtime and its too late to change the schedule.
See? We never knew that. And our old stewards were wrong when they said that overtime can be called on you last minute. No it can't. Not if you were off the Wednesday before.
Thanks you to Rick and Will for being better teachers to our new stewards, so we will all someday know the rules as good as you do.
This blog has got it all wrong. Rick and Will are the best. ALl you have to do is ask Ester questions she knows all the answers already! And I am happy that I will always get the overtime and not my co-worker who has tue/Wed off. She is never here on wednesday, and that makes her not available to overtime for the next week. That means more ot for me. Thank you Rick and Will and Ester!

I would like to apologize to Frank and Randy for the actions of a few individuals in our local. Because, of an idividual actions who attacked my posting. My original posting was removed. About 1 week ago, I posted here the below written message. I was only just asking for information from other Union members so I could see if I was correct in my understanding of this article that was written in our local newsletter.

I am a member of San Diego Local 197. Two days ago, I just recieved my my Local's Newsletter "the Potpourri". Inside this issue beginning with the cover page were the normal items that I had seen in earlier issues. But beginning on page 10 of this issue I began to get disturbed while reading on article by Chief Shop Steward Will Tagart. The reason I was getting disturbed was this Chief Shop Steward was attacking fellow Union Members. One Union member he was attacking was the former Vice President of our Local 197 who had resigned do to disagreeing with our current Local President. The other member the Chief Shop Steward is attacking in the article is the current Asst. Clerk Craft Director Tammy Yorsch. This verbal attack goes on for three pages and is then followed by twenty one pages of documents that the Chief Shop Steward says supports his accusations.
I have taken the time to scan the complete issue of our Local's newsletter into JPEG's. I am willing to send this to anyone who would care to see what is currently being pushed onto the members of this local. If someone out there can look this over for I believe that there is something fundementally wrong with what has happened. Please let me know if I am right concerning this? If so what can either I or someone at National do about this abuse?

In case anyone is thinking of transferring to Maintenance craft, THINK IT THROUGH first! I moved to a Level 3 custodian after 19 yrs. as a clerk, now have 22 yrs. total. Did you know that you can only take exams for Maint. jobs if there actually is that position in your local office? That if you take exams as "in-service" rather than "in-craft" you get no results except "Qualified" or "not qualified"? That when you do take an exam, your USPS seniority only counts when compared within a 5-point bracket of test scores? That there is no place where available jobs are posted until you're lucky enough to get a job offer letter? I'm in an 11-week Maintenance Skills Development Program, and now find that the only way I can take exams in-craft (that is, the ones with highest chance of getting jobs)is to transfer to a largest office miles away, probably on Tour 1, with crummy hours & days off. This whole deal is leaving a bad taste in my mouth, and APWU isn't doing anything for me.

/m260 204B is like on-the-job training for supervisor, you just start wearing a tie and doing the work while simultaneously being taught the job by your supervisor co-workers. ASP is a 16 week classroom & OJT program that teaches you how to be a supervisor. When you graduate from ASP you become an EAS employee and placed in the lowest currently available supervisory slot, up to & including night shift at the processing plant. We had a PTF with less than 3 months on the job go to ASP and he is now a supervisor. He is also the one who works the crappiest hours (staying until the last carrier returns) and often takes late outgoing mail to the plant in his POV. Just a heads-up. If you have civilian mgt experience they will want you for mgt.

when you go to the post office and buy stamps from a person they are called "sales, svcs/distribution assoc". if you are going to work in any office that is NOT a plant you will have mostly day time hours. 4am to 6 or 7 pm. official duties. "Performs distribution and a variety of tasks to support sales of products and services. Maintains professional and effective public relations with customers and others requiring familiarity with postal laws, regulations, and current procedures." will learn a scheme. pay grade is 5. which will go to 6 in feb 08. go here and look around more info. http://www.apwu.org/index2.htm

A couple of quick questions. I've worked as a casual for the past few years, took the 473 exam and got called in for an interview. This is for a sales, serv. and distribution associate position. I did the interview and they sent me for a drug screen. This 5 weeks ago. I still haven't heard anything further.
1) Approx. how long does the hiring process take when going from casual to career? 2)If they contact me for further processing, etc. do they usually do that via letter or phone? 3) If I don't get the position, will they send me a notice stating so?

The hiring process can vary. It could take up to 2 months or so depending on how many channels they have to go through. Even though you're a casual, going from that to a career position is still a long process. Basically, it will be the same as if they are hiring you as a civilian off the street.
They normally contact you through the mail. If you recall, when you started as a casual, you may have received a letter asking you to go in for the interview, then medical exam, orientation, etc.
If they don't hire you then yes, they are supposed to send you a letter explaining their decision and giving you the right to appeal within a certain time frame, usually 30 days.

I am currently a PTF clerk in a small level 16 office, I have been a clerk here for 2 years and have served as the OIC in this office for the last 6 months, we finally have a Postmaster she is from a level 11, does anyone have advice on what I can do to improve my chances of applying for and getting a postmaster job at a small office such as an 11, I want to get my foot in the door and be a postmaster.

I'm looking into the Federal Long Term Care coverage offered to postal employees. I'm actually looking into this for my procrastinating father-in-law, at my wife's request.
I'm trying to determine if he would complete the full underwriting application or abbreviated underwriting application. He is not a new employee (if he was employeed with 60 days, he would use the abbr. appl), but I'm wondering if there is a annual enrollment period where during a brief window he could apply for coverage using the abbreviated application. Does anyone know?
I've looked all over the Fed LTC site and could not find the specific answer. My father-in-law is a great guy, but he doesn't understand the value of LTC. I was hoping to get answers to all questions he has and then my wife and I would have a sit down to encourage him to apply for coverage. Thanks

Mark, I don't know what craft you are in, but you sound like management. You are talking out of both sides of your mouth. "it does cover that" and "its cheaper to pay EMA". Which is it?
I'll tell you. EMA is at least half the amount it should be. It IS far cheaper for the PO, that's a fact. Some of us rurals are sick of subsidizing the PO.
I think they should take most of the vehicles away from city and put back relay boxes like they used to do. There is a ton of money being wasted cityside on vehicles. Lots of city folks DON'T NEED vehicles! The worst idea was putting vehicles on every city route to begin with!

RCANC, I agree that rural carriers should be provided LLV'S like the City carriers have. But one has to consider work vs. work here vs. pay. RCA'S make what 1750+ an hour while a city PTF make 1950+ an hour. A city carrier works twice as hard and has to listen to managements BULLXXXX while the rural side hears jack. Its a hard call as far as being equal. I do think that USPS needs to provide equal health insurance for RCA's that work an average of 35+ hours a week over the year. I am not saying that you do not work hard at your job and do not deserve anything. I just know that the work itself is so much easier and so much less stress involved. I know because I was a RCA for years before going to the city side. If I would of known about all the crap, I would of stayed an RCA paying for repairs and waited to become regular. I used to love my job everday and now I dread it. None of it is fair, but you are paid very good by the hour for the work. Try walking around in 8 or 104 degrees a few miles a day and see what you feel then! An RCA has heat, air, music, time to enjoy their day. I would trade in a beat and buy my own insurance and pay for car.

I oppose allowing the U.S. Postal Service to deliver mail only five days a week because:
A five day week would mean the elimination of the utility position - the carrier who does the route on the regular carrier's day off. That could mean the layoffs of tens of thousands of carriers (perhaps 1/6 of 214,084 active duty letter carriers). The union contract stipulates carriers with less than 6 years seniority can be furloughed. This whole idea needs to be fought.
The more unemployed people there are, the longer the depression will last, since even more people will be unable to buy goods and services. Everything should be done to avoid layoffs.
If the Postal Service is to make it through this depression, than the federal government will need to provide the necessary resources. Ditch all the business plans - none of them are working. What did the Postal Service do in the 1930's to make it through that crisis? The government funded it even though it was losing money.
It's better to temporarily provide funding to labor-intensive industries like the post office, instead of giving hundreds of billions to the banking industry idiots who contributed to this crisis.

Hey Iluvmail.... at the time of the post I just put a new Tranny in my jeep... I was very angry cause I maxed out a third credit card on repairs for my 2 vehicles. And shortly after came to the decision that I couldnt afford to pay the cards no more... Anywho since christmas Ive paid about 900$ in repairs for my vehicle and im even more bitter now then ever cause I had to borrow mony from my family to get my latest repairs... Just dont think its fair to have to be put into this financial stress to do work... I cant quit now Im the top sub in my office nor get a job in the area now cause i have bad credit due to repairs... EMA=crap give Rural carriers postal provided vehicles... Noone should have to deal with this to work part time....

RCANC, I agree they should pay more for mileage/repairs.....Hell, I'm right there with you on that one. Maybe you'd be better better off renting a used car like one girl didin our office for $20 a day. That way no repairs, insurance, just car and rental cost. I know how you feel about repairs, I had to chunk out $5,000 over a course of a year 1/2 to car repairs on a 2000 buick. I learned that an older buick....without all the computers were long lasting...if you can find one. I made the mistake of thinking a newer car would be better and last without repairs....wrong! I am a city carrier now and still driving the hunk of rural garbage...with even more things going wrong still now. I will finally have the thang paid off soon! I know the rural route screwed it up because the car was great! when I first started driving it.....I now have a list form a transmission to control arms to this and that ....that I have had to do. There is is still something not right about about it to this day....just waiting for it to blow up I guess with only 115,000 miles lol. I would find me a *cheap* older car that runs good and let it run its course....but check into the used car lots too! Just be careful of hitting or lets say tapping those mail boxes with it. I didn't even menyion the right side damage lol....needs dent man! I feel with you, trust me. I wish you luck when you go regular! Getting something out of USPS, health insurance, vacations, sick leave, tsp, hopefully, will make up for all the crap you has gone wrong! But, lets just be thankful for our jobs and try to LOVE it! If it makes you feel any better, I am on a route that I don't even get to drive.....leave with a bag and return with a bag...walk about 15 or more miles a day! Think about me during storms! Lord, I have to pray every day to make it through another. I have age on me, but I am in great shape....upside!!!! My heart rate and BP are all that of a 20 year old. Legs too!!!! lolol

Also about your credit cards....make sure that nothong is in your name ot they will issue judgements against.....then dont sign anything, or make a deal with them....dont pay, change your phone # send back letters they send....they have already messed your credit and will be off after 7 years of your last payment to them. Clarkhoward.com ..pull up a completely free no strings attached credit report(s) on yourself....check it out....after 3 years in NC you can start to get thing back in your name with now fear....but double check on that statue of limititaion fo credit cards. My friend not a USPS carrier had some problems and this is where I learned from.

Dear Rural brothers, Depending on what part of the country you're in, you may not want to wish so hard for LLVs. As a vehicle to move you and the mail from point A to point B, it's adequate, but they were never designed with carrier comfort or safety in mind. When it was discovered that LLVs were too light in the rear end for winter weather, some genius(read mgmt.person) had cinder blocks bolted inside on top of the rear wheel wells. The heat blows in your face, so your feet freeze in winter, in summer, you broil, because there's no ventilation, even with both windows open. The mirrors block your vision. Also, knowing the Postal Service, rural routes would probably get city carrier hand me downs,(like the jeeps?), and you'd inherit the not so Long Life problems that come with them. But, as opposed to the maintenance situations you rurals have to deal with, I suppose a service maintained vehicle, even an LLV, is a better way to go. Since it seems to make sense, though, the Postal Service will never go for it Work Safe, John

Here in western PA., a Supervisor got a grand idea. The fact that we transport some mail further to a 'sub' station of ours was a 'chance' to do some of the cutting Management likes. By getting us clerks to ignore the level line in filling up the cages to transport, we can effectively split a cage on top of three others. So the idea of cutting an extra trip from a carrier to shave moneys is gonna make up for the SAFETY VIOALTION being done? This is done daily, and today meant the difference of 8 spilling out cages versus 11 caged correctly. Go ahead and say ENOUGH IS ENOUGH and fill out the safety papers to send to District Safety?

GM's new buyout offer at a glance
General Motors Corp. said Tuesday it was offering buyouts to 74,000 U.S. hourly workers represented by the United Auto Workers. Here are some details:
What are workers being offered? Retirement-eligible employees (30 years or more) will be offered $45,000 for production workers and $62,500 for skilled workers to retire with full pension and benefits. Employees can take the money in a lump-sum payment, have it paid over time in monthly installments or roll it directly into a retirement account or 401(k).
Workers close to retirement (between 26 and 29 years) can take a leave with reduced pay until they reach 30 years, when they will be eligible for regular pension and health benefits.
Employees who are at least 50 with 10 years at the company can retire early with accumulated pension and health benefits.
Workers with 10 or more years of service are eligible for a one-time payment of $140,000 to leave the company with no pension or health benefits. People with less than 10 years of service are eligible for a $70,000 payment.

NETWORK DISTRIBUTION CENTERS. USPS REVAMPS BMC NETWORK TO IMPROVE EFFICIENCIES. Postal Service plans to realign its bulk mail center (BMC) network and transform it into a three-tier system of Network Distribution Centers (NDCs) have begun. Explaining the new system to business mailers attending the National Postal Forum last week, Senior Vice President of Operations Bill Galligan said Phase I began earlier this month in the Northeast corridor, with the Springfield and Philadelphia BMCs becoming Tier 1 sites, and the New Jersey BMC becoming a Tier 2 site. Outgoing volume from the Springfield and Philadelphia BMCs is sent directly to the New Jersey BMC for consolidation, processing and dispatch. The concept will be tested for 12 weeks and then evaluated before rolling out Phase II. Galligan said this will allow USPS to consolidate the processing of originating mail into fewer sites to increase efficiency and reduce transportation costs, while expanding the surface transportation reach for more products. The new network when fully implemented will include:
Eleven Tier 1 NDC facilities which will process and distribute local and destination Standard Mail, periodicals and package services. Six Tier 2 facilities which will perform all Tier 1 activities, plus distribution of outgoing Standard Mail, periodicals and package services into the network. Four Tier 3 facilities which will perform all the Tier 1 and Tier 2 functions and act as a consolidation point for less-than-truckload volumes from Tier 2 sites. With the volume decline and changes in the mail mix, much of the mail the 21 BMCs used to process has gone away. Even before the downturn in the economy, mailers were drop shipping mail directly to the delivery units, bypassing the BMCs entirely. The Network Distribution Center concept was developed to reduce excess capacity to match workload, consolidate operations, increase transportation efficiency, and reduce costs. This transformation will keep the BMC facilities viable.

POSTAL VET! I am a casual in a non duty pay status, I do not have collective bargaining rights, do I have ANY rights? Do you know? HELP?????
Paper dicrepencies, OIG thought money was missing, it was not. I have been through pre disciplinary meeting, with no conclusion except two offers to resign....why? I have done no intentional wrong?

spent, sorry you are a casual. you have no contract protections. you can file a EEO (equal employment opportunity)and/or go with the MSPB (merit systems protection board). http://www.mspb.gov/sites/mspb/default.aspx/but trying to fight these bastards is not easy and could cost you more money in the long run.

Is charging a late fee on po boxes that are overdue nation wide or is this just in the new orleans district area. They have been telling us clerks to charge for changing the locks on the post office box as a late fee. I kind of hate doing this. Seems unfair to the customer. Specially when you never actually changed the lock in the first place. Never have time to change locks on boxes that are past due on the rent.

If you're using a POS 1 terminal wit WEB BATS, you can't reissue the box without changing the lock on the box on day 11 of the month. If the same user wants the same box and the lock has been changed, he can reopen the box and pay the $14 lock change fee and the next 6 months of rent. Take in his old keys and issue new keys for the new lock. If you haven't changed the lock, the system considers the box unavailable.

Spent: some of our best employees were casuals. The post office uses and abuses them, because they know they can. So I can relate to much of what you are saying. No I was never a casual, I was craft, but I worked with a lot of casuals. They are just people trying to make a living, and a lot of them are older people. Have to be really hurting for money to come to work and get treated that way!

thanks major. I took the job because I felt proud to be a Federal employee, and because I wanted to move up to a PM position. Later to find out I had no rights and was just being taken for granted. This is hard to swallow in itself....then to have an OIG tell me I put $100 a week in my pocket only added to my heartache.

I understand your experience all too well. Somewhere around 1990, I attended a woman's miniconference. One of the guest speakers stated in that meeting that USPS was changing the way it selected people to fill management positions. No longer best qualified would be selected; but rather, positions would be filled based on "best meeting the needs of the postal service". Better stated-office politics-fill any and all open positions with females first-black or white-then black men-then others. No wonder we are sinking fast. The creme must rise to the top for any organization to survive and thrive.

B. C. Scott /m360 - Thanks for your participation. In reality there is no need to post a poll because everyone knows what the poll would say...even USPS and OPM. We would definitely want VER's WITHOUT ANY penalty. The problem, I believe, is that it would take an act of Congress to alter the retirement methods for USPS employees because we follow the same retirement regulations as (most) other federal employees. So a VER without penalty for USPS employees would open the flood gates for VERs without penalty for other federal sectors. I just don't believe OPM or Congress would go for that.

window wonder /m358 - I appreciate it. I started with USPS in 1972. In 1974 I won a Presidential award for a nationally implemented suggestion for USPS. In 1975 I changed from LSM clerk to city carrier. That same year (1975) I started submitting 991's for small office PM positions - anywhere within reason around my area. I also completed USPS university courses at Auburn University and countless career awareness conferences. In 1982 I was offered 204B in the carrier section of my station and then I was detailed to another station, then another. Though I was detailed as CS supervisor for several stations my home station, and station manager, remained the same for years. During my details I was asked to do OIC at a level 13 office. I had found my dream - I loved the post office and the rural country area. This was the office that I lost the PM position to a PMR. As stated before I eventually was selected and interviewed for over 20 postmaster positions but failed to ever win one. When my direct manager completed his portion of my 991's he always wrote "does not work well with various ethnic groups." He never failed to put this on my 991. He knew it was a death sentence for me and he also knew it was an outright lie. He was black - I am white. He was, and remains, hardheaded - and I was, and remain, hardheaded. I cannot blame my failure to win a PM position on this man totally, but I do believe his opinion of me weighed in heavy on the PM selection process. I lost one PM postion (not the one mentioned before) to a PTF carrier with 18 months service...I had 16 years service. I inquired as to why this happened and our PM said "well, his answers at the interview were fresher than yours." I kid you not. 20/20 vision (looking back) tells me that I was my own worst enemy. I should have filed an EEO against my manager and USPS for their selection process - but because I was afraid of 'pay back' I never did.

I began my career in 1987. Worked as a PTF in a small office; was loaned out to fill in for various PMs at other small offices. I have two college degrees; I learned quickly how to operate a level 11/13 as a fill in PM. I enrolled and successfully completed a community college "postal technology" program: 18 quarter hours including finance, history, paperwork and forms for city and rural carriers, etc. Completed several other community college classes in computer technology. Twice served as OIC in a level 16 and level 18 office. Applied for several PM positions-each and every time a female-either black or white would be selected. Was propositioned by a female supervisor with no reprisal toward her. She made my life hell for several years before she retired. A female coworker once said "I hate balls" when she became upset with me. No reprisal for her either. Another supervisor put her hand on my shoulder and pulled me around to gain my attention when she was upset with me. Nothing was done about this either. This ship is sinking fast because of this type of "diverse" behavior. If I had done any of these things, I would have been escorted out the door quickly.

Rick, your story about never getting a PM job reminds me of a guy I knew who was a 204b for at least 15 yrs. Every opening for supervisor he applied. Always someone else got it. After awhile I asked someone, why doesn't Chuck ever get a supervisor job. I was told someone did not like him and said he would NEVER get a regular supervisor job. I figured, oh he will eventually. He never did. I never liked the guy, but it was obvious he was not being treated fairly. I thought he was a lousy 204b, but not worse than most of the others. Kind of amazing sometimes.

Major /m364 - appreciate the comments. Here's just one more instance of what happened to my chance of getting promoted. Very briefly... Delivering mail in a rain storm. Carrying a bag full of newspapers...weighed more than 35 pounds. Terrain was almost all mud. An embankment gave way...I fell. Pulled my back out. Was out sick for 2 days. On my second day of sick leave the safety office came to my home with his assistant. I was home alone. I dragged myself to the door. When I opened the door and said can I help you - these two did not ask how I was, all they said was "we hate to see you 'F' up this way" I said "excuse me?" The safety officer said...your request to get OIC detail came across me desk...you can forget that detail." I told them to get the hell off my steps and never come back. My small daughter could have been standing in ear shot but they did not care. I laughed 2 months later when this safety officer fell off someone's roof and broke his arm trying to film a postal employee next door that was out on sick leave. Case closed...yes, my official record was a factor in never getting a small office PM position.

During one postmaster "20 postal trivia question" interview, I was asked about the two on the job injuries I had. I didn't realize my at work injuries had any bearing on my qualities to be a postmaster. Feel free to contact me Rick. It seems we have shared similar situations. I doubt if we are alone.

bobby baker /m369 Mr. Rick Owens is right. You have received much help from these forums that I am certain has been invaluable to you. I seem to remember you from your name. Two years or so ago you were desperate for advise because you lost your job with the USPS do to your OJI. You were out on comp for over a year and the USPS had cut you a form 50 and released you. You were on Mr. Robert McGill's forum. He is a federal lawyer that handles OPM retirements. You were also looking for advise there. Now your seeking advise and have received advise from Mr. Daniel, a retired OWCP claim examiner. I see now that you are on OPM disability. Looks like all the folks that gave you advise help you acheive that. When you were on the ropes, not knowing were to turn, you were very appreciative and respectful when someone helped you. Now that you have achieved your goal, you seem to be cocky and a bit of a wise guy. Seems to me you owe Mr. Owens an apology, big time.

As far as I know it always depended on whether they like you or not. Some people they bend over backwards for when the person is retiring, others, NOTHING. Always thought that was a really crappy way to treat people.

window wonder, after paying APWU dues for 34 years they sent me a pin. If you have VERY STRONG magnifying glass you might be able to see it says APWU Retiree. At least the union got me nice raises over the years. The USPS gave me a pin and a clock that doesn't work, and a picture of a stamp w/a letter saying happy retirement. 40 yrs civil service {6 yrs military} pin and a check for $500.00 for my 40 years. I think they were trying to give me a heart attack with the $500.
