Louisiana District Plans to Eliminate 365 Jobs

Affected employees will be moved to other positions within the Postal Service

On May 6, the Louisiana District mailed letters to 365 employees announcing that they could be affected and reassigned from clerk and mail handler positions. District Manager Carolyn Weisiger, who manages all postal operations in Louisiana , said continuing declines in volume and revenue are the cause for these changes.

Affected employees, who work at the Louisiana Processing and Distribution Plant, will be repositioned to other jobs within the organization. Of the 365 employees, 283 are clerks and 82 are mail handlers.

In accordance with the Collective Bargaining Agreement, Regional union officials have been notified to discuss this process with the appropriate managers from the Southwest Area Office. Also, meetings have been arranged with local union officials to discuss this matter. Ms. Weisiger stressed that the Postal Service “will adhere to the provisions of the Collective Bargaining Agreements with our unions as we reposition employees in this process.”

Weisiger said she will eliminate non-career employees to the greatest extent possible. “Part-time flexible employees may see fewer work hours and overtime will be significantly reduced to protect full-time employees. As we exhaust our flexibility in plants, we will reposition employees to other operations.”

Repositioning employees will accomplish three things, according to Weisiger.

First, by encouraging employees to move to other positions, we will virtually eliminate overtime across all operations,
Secondly, we will reduce the number of temporary employees in our delivery workforce,
Thirdly, we can reduce the number of part-time flexible work hours we now have.

“These are tough business decisions we must make,” said Weisiger, “but as difficult as these choices may seem, we are adjusting today’s workforce to handle current and future mail volume.”

Louisiana District Impacts include the following sites:

            Mail Processing Facility/Center Clerks Mailhandlers

              Baton Rouge P&DC 73 24

              Lafayette P&DF 44 2

              New Orleans P&DC 136 44

              Shreveport P&DC 30 12

“Our focus is to protect full-time career workers as we manage our work load during this economic downturn,” said Weisiger. “These changes will be transparent to our customers, and we’ll continue to provide them outstanding service.”

Does anyone know what the regs are on properly staffing the AFCS? The APWU is constantly filing OSHA charges on the DB's. I know that the LV5 position is the language the managers use for sole operation of this equipment, but look at the clerk's that are staffed with two to three peolple to help on there machine, and they are level 6. Granted there is only seven bins to sweep compared to 200, but the DB's are manually fed whereas the AFCS is not. Sound's to me in my personal opinion, it requires an additional body to face the reject's and to have someone jogging the mail for the AFCS Wadda think world?
