The example with sub goals is not time-dependent. The "t" in the phi function is a constant which is the estimated "expected number of timesteps, say t, needed to reach the goal." Quoted from the last paragraph of Section 4.

I believe he is using a separate text editor and pasting into the message board. Perhaps this should be noted in Kristen's "Future Works" section. :)
