Yes, the tarballs have the program that does the work, and another program that fills the cute-big-eyed-anime-girl template with the source.

The programs don't actually generate the pictures, they do other things. The first one is a floating-point calculator, the second does MD5 checksums, another is a game, etc. Some do involve self-reproducing programs but they don't draw the anime pictures, I don't think.
