What's the difference between locall access number and toll free ? Why chipper to the Locall number?
I want to use the China call back card of 1stphonecard ,http://www.1stphonecard.com/phonecardInfo.cfm?

ProductID=1&CountryID=1&r=111,I heard that the locall access number is more chipper than the toll free.but

WHY?Who can tell me ?
