wondering /m49355 Yes you can get into trouble buying lottery tickets on the clock. Lottery is gambling.... ELM 665.27 Gambling Employees must not participate in any gambling activity while on duty or while on property owned or leased by the Postal Service or the United States. This prohibition includes the operation of any gambling device, conducting a game for money or property, or selling or purchasing a numbers slip or ticket.

Would that ruling also include during lunch, while out on your route? While in a convenient store, which is not on Postal property, and while on lunch, which is not paid time? Just curious. M-00545 Step 4 June 25, 1985, H1N-5G-C 10663 Carriers are permitted to pursue personal activities within applicable postal regulations during their authorized lunch period as long as there is no additional expense to the Postal Service; the assigned vehicle is parked at the authorized park point, and; the mail is properly secured. See also M-00263 But I notice that it states, "within applicable postal regulations," in that Step 4. And I notice, in /m49356, where it states "while on duty." Are you still on duty while on lunch?

One thing you must remember about lunches. For some reason people think we have to have them withing 6 hours. This is not so. Management cannot force a carrier to work more than 6 hours without a lunch, and a carrier may request lunch at later time. Especially when the time changes, and I see that it is going to be dark before I am finished, I fill out a 3996 and write that I will take lunch at end of route due to darkness. You can argue it as a safety issue, (would rather carry in light). So far I have had no problems with this. I have had to show it to one supervisor once, and I have been doing this for over 10 years.

FedUp /m49359 Your lunch is not a duty period. It is a non-pay period. You may pursue personal activities while on lunch. I hope your authorized lunch location sells lotto tickets.!

wondering /m49358My Opinion is this: there were lottery tickets in the vehicle. can mgmt prove the carrier purchased them while on the clock? cam mgmt prove that the lottery tickets were purchased by the carrier? is it possible that: the carrier purchased them while on the way to work, decided to scratch them off while on lunch or on their break? the carrier found the lottery tickets and wanted to double check them, in the event that the original purchaser threw away a winning ticket? the carrier was given the lottery tickets by a customer as a way of saying thanks? someone could "what if...." this to death.

and another thing, lol didn't the fiscal year for the PO end on Sept 30th? when is the PO going to release the year end numbers? or are they still "fudging" the numbers? or are they waiting for a big news event to release the numbers so people will be less likely to notice it? or are they waiting until they can hide the fact that the PO lost money in 2009 but somehow still found money to pay bonus money to Potter and other people in mgmt?

/m49354Excessing You as a senior carrier do NOT get to keep all of your seniority if you chose to go in place of a junior employee. Article 12.5.C.5.b(3) Any senior employee in the same craft or occupational group in the same installation may elect to be reassigned to the gaining installation and take the seniority of the senior full-time employee subject to involuntary reassignment. Such senior employees who accept reassignment to the gaining installation do not have retreat rights. Note that it says you will take the seniority of the senior full-time that was subject to reassignment. This means you get the seniority of the person who would have gone if you didn't. sorry

/m49368First of all you do not have a hold down on a T-6. T-6's are not eligible to hold-down. You can occupy the higher level assignment but it is not a hold-down. Second it would depend on your local agreement. You should carry Route A however if the Regulars get to bump t-6 off their assignments on N/S days then it could change if the regular comes in on Tuesday.
